Prepared for the Information and Communications Technology Council. The report presents a forecast for the supply and demand of IT professionals. A key finding of the study is that the demand for IT professionals is highly ‘granular’, that is to say, employers’ requirements are dominated by demand for specific types of experience and skills. A consequence of this granularity in demand is that high levels of unemployment are often concurrent with widespread reports of skills shortages. The study estimates demand based on a general model of output by industry and the IT intensiveness of employment by industry. Supply is estimated based on an analysis of enrolment and graduation trends in the post-secondary system and immigration trends.

The survey was conducted at the peak of the employment cycle and reflects employers’ challenges at that time. Trends in the Off-Shoring of IT Jobs (2004)

This report, prepared for the Information and Communications Technology Council, reviews academic and trade literature on trends in off-shoring of IT jobs. The report finds that the off-shoring phenomenon is more evident in the US than in Canada. Canada is a significant net exporter of IT services, though much of this export activity is concentrated in low value-added support desk work.
